This is a very European looking city and with the locals speaking their own French dialect you could easily be in France rather than Canada. Easy to walk around, some nice shops, very safe feel, well worth a visit
still a clean charming city that you can wander around for days looking into interesting shops and eating way too well.

My wife and I stayed on Ile D'Orleans and it's a pretty rural area. It would be difficult, I think, to see the whole island without a car (though there are places on the island where you can rent bicycles and motorbikes).

I agree the Hilton is a great place to stay and reasonably priced. If you are a Hilton Honors member; breakfast, cocktails, etc. are served on the top floor with an amazing view. Sightseeing is my pick for spending your time. Shopping can be done anywhere but the sights in this beautiful city should not be missed. Have a wonderful trip.
