Parking from what I saw is limited, however the beach is pretty wild.
There is a dedicated bicycle lane leading up to it from both sides, and a sidewalk. I know that if I returned it'd be on bike!
There's a restaurant close by.

The view was nice but not outstanding. Beaches 1 and 2 were both better places to be in our opinion. There wasn't anything really special about the third beach. If you are short on time, this would be one to skip.
