Check the Harbour Air website. The Terms and Conditions state a minimum 25 minutes before flight time for check in. If you want to avail yourself of the free tea, coffee and biscuits I’d recommend bit longer!

Transportation between Vancouver and Victoria (7 Replies)
I am going with my family of 5 to Vancouver for 7 days in June. We will be visiting Victoria for 2 days in the middle of the week. We have taken Harbour Air Seaplanes in the past but looking to book round trip for 5 people (all adults) is over $2,000! I am looking at the ferries but between the travel to the ferry stations for both cities and the crossing time, it just seems to take too long. We will only be staying overnight in Victoria and I feel like I am losing too much time with the...More

Those are really your only two choices - fly or ferry. You could look at taking Pacific Coach Lines from downtown Vancouver to downtown Victoria. It still takes the better part of four hours but you don't have to do the driving or waiting for a ferry.
