So the festival was a great educational experience. So that being said I do not think it really is a festival in the same manner a festival in the states is called. Dancing was fun and cheerful yet a bit hard to see.

Yes at the Bon Bini it's still around $8 for dinner... at the hotels it's not that cheap.. but.. around the hotels you'll find more than 60 restaurants, some even with local prices... ask any local for recommendation.
