I tried booking a few month ahead of time and they told me I was a little early. I booked it about 2 weeks prior. There were no problems. I'm sure you can book 4 weeks prior, but no need to do it any earlier.
Are tours ever cancelled due to weather? I prefer not to book too far in advance but it looks like the only day that there is not a cruise ship in port is Monday April 10th - trying to stay away from busy port days and have a sunny day...

When I emailed them about booking they recommended specific days when cruise ships wouldn't be in port so I would contact them directly. They were very helpful.

I don't know if they have lockers. We left our stuff in the tour vehicle that took us there and waited for us. You will need swimsuits and towels. They provide snorkeling equipment.
