If you visit Rausu, this place is a must, simply because it is close to the town, it's free and the view is stunning. It is up the hill so you get a great view of Rausu, the port with lots of shipbuilding activities, the Sea of Okhotsk and one of the islands that Japan and Russia have been fighting for. It's shocking to see that the island is merely 20 miles or so away from Japan yet it is being occupied by Russia currently.
We visited the observatory deck in early June and still saw some snow up the hill. Will come back to this place if we go to Rausu again!

Driving up to the observatory requires skill on winding roads, but it is worth the effort. Kunashiri, now a Russian occupied island, is "just over there." The overview of the Rausu port and the disputed islands is magnificent. On a windy day, you can stay inside and still see the panorama, but on a clear day, definitely go up top and look our over the bay. Free admission.

I walked up here and it was rather humid that day. The advice to use the car is probably wise! I love these wee Japanese exhibition spaces. Lots of local info. There's a great view. Even free wifi. A welcome water cooler and clean toilets too. Unmanned and very trusting. Great views over Rausu across the strait and free electronic binoculars. A lovely wee place for a few minutes repose.

You probably have to have a car to get up to this viewpoint in the village of Rausu as the route is quite long and steep. If you walk, it will probably take about one hour, but by car it's only about ten minutes.
Weather permitting, you could have great views of the village of Rausu (town and harbour), Kunashiri Island (presently occupied by Russia) and Shiretoko Pass.
The information centre has detailed information regarding the Japanese claim to the so-called Northern Territories that include Kunashiri, Etorofu, Shikotan and Habomai Islands. These islands are occupied b the Soviet Union at the end of World War II and still administered by Russia today.
