A place to visit in an evening. Nice shops and restaurants. Very enjoyable. We found there a shop where they sold purses made from scarves; those purses are very typical and unique, a cheap yet classy gift.

It's not the best but not worst either. Sugamo is not so touristy and gives you a local feel, it can be interesting. It's fairly convenient to get around as well.

Most interesting part of Toden Arakawa line? (3 Replies)
We'll probably be getting on at Sugamo Shinden station after visiting the shopping street on Jizo Dori (the Grandma Harajuku thingie). Should we head back towards Waseda or out to Minowabashi? Alternatively, we could go from Sugamo via some other transport back to Waseda and do the whole line out if it's that good. It's our first (and probably only) time in Tokyo. We don't speak Japanese, but we are OK w/ pointing and asking strangers for help. We want to do a few things that are a bit off...More

Its been a while since I have been on the Arakawa line, but as I recall, Minowa is a bit more interesting than Waseda. Its a real shita-machi area, with an old fashioned shopping street.
