This observation deck is free to go to. We went on a Sunday and had a little problem finding the entrance as most of the entrances were closed. We had to go down to a lower level (down stairs) on the outside of the building in order to find an open door. There is one elevator to go to for the South Observation deck and a different elevator for the North Observation deck. On the North Observation Deck there was an English translator which was able to point out some of the buildings we were seeing. There was also art pieces which were very interesting to see and read about. Much less crowded than the Tokyo Skytree that we saw the day before. The Tokyo Skytree is mostly alone as the sole large building in its location so you see smaller buildings around it offering a wider view. The Metropolitan building is among several larger buildings which makes it harder to see off in the distance. But some views are better than others. If I had to choose again as to which to go to I would choose the Metropolitan gov. building over the skytree.
