Kasumigaoka Central is a high-rise building located at the west exit of Yamagata Station. It is connected to Yamagata Station via an underground passage and a second-floor access walkway.
We were staying at a hotel near Koma Building, so we had dinner at a restaurant serving Yamagata local cuisine on the first floor of the building. The top floor, the 24th floor, was also a free observation lobby.

Kajo Central is the tallest building in Yamagata city. It is connected by a walkway from the train station. It has several floors of shopping which seem underutilized at the moment. The view from the 24th floor is outstanding. The trick is to find that special set of elevators which take you up there. You can catch those elevators only on the 1st and 2nd floors.

My wife and I stayed in the Washington Hotel on the tops floors so we became familiar with this building. There's a movie theater in the basement, there are several shops and restaurants on the first two floors, and there's a very good Yamagata Tourist Information center on the first floor with some foreign language information. (I don't know how much English the staff know as we spoke in Japanese.) You can go up to the top floor (24th floor) and there's a free observation area with seats and large windows. Unless you're staying at the hotel, I think there's cheaper parking outside Kajo Central.

Its where the foreigners' association is located. This place has some stores and restaurants. If there is still the Crepes Store on the first floor, you must try them all! soo goood! And you can get easily to the train station from here.
