Part of the Yumebutai area, right in front of the Westin Hotel and the Botanical Garden. If you leave the Botanical Garden exit, walk toward the water, you will reach the gate of the Kaikyo National Government Park. Though a bit contrived, this park contrasts with the hanasajiki uphill in Awaji in the sense that you can see mankind's work in making things beautiful. The tulips in spring are very nice.

I visited the park twice because their ticket is valid for one day. It looked like Holland! Very beautiful tulips were everywhere. Be sure to check it out.

The plant museum was magnificent and such an unexpected surprise. Every way you looked there were magnificent displays of flowers and plants from all over the world, all different environments within this huge glass "museum". This was only one part of this impressive park. Great for a garden lover! In fact, a must.

The park is set up by the national government in 2002, on the site where Flower EXPO was organized in 2000. As such, it covers a sizable area (in Japanese standard) and it features flower displays in the open, and in a closed facility, throughout the year.
