Those fountain uses water from the natural hot springs! This causes it to put off a lot of steam and look quite lovely. I believe it is perhaps the only one of the kind in the world--at least it is quite unusual.

Nice stroll in the railway town meeting locals and having kids playing in the surrounding. It is walkable and from one end to board the train to Kurobe and another end to the onsen spa hotels and resorts.
