vacation. Is it more economical to pay for a package
vacation in Varadero, leave the resort for a couple of days to spend in Havana, then back again for the transport back ...

vacation are the norm from Germany, not the one week packages common from Canada).
If you are there for a week, the most convinient and btw pretty economical way to do this is a overnighter in Havana, or even the 2-nighter Viniales-Havana-combo ...
