Taxis

    Candongas (mini bus taxis) are considered unsafe for tourists and should be avoided. If possible, use a licensed, private company such as Macontaxi.

Rental Cars

    There are a few international car rental agencies in Luanda. Operators of rental cars are required to possess an international driver's license. Driving outside of Luanda should be avoided, as it can be dangerous. Land mines litter roadways in some parts of the country. Most roads outside of the capital are in a state of neglect and disrepair, and no work is being done on them, causing hazardous driving conditions. Driving in the slums of Luanda should be avoided as well due to risk of danger. Roads through slums are unmarked and have no lanes or signals. It is easy to get lost in them.

    Drivers should stop at all police checkpoints. Officers have been known to solicit bribes from tourists. If this occurs, the best thing to do is to ask to be issued a ticket instead, and to politely ask for the officer's name and badge number. Tourists who follow this advice are frequently allowed to continue without paying the bribe. To avoid this situation, keep all documents such as license, proof of insurance, and vehicle registration inside the car.

If you do get stopped by the police and they ask for ID, it is helpful to have a certified copy of your passport to hand over rather than the original, there have been cases (happened to a colleague last week) of the police grabbing passports and not returning them until a "fine" has been paid.
They will try and illicit a fine of $350+ this should be bartered down (it helps to keep a couple of thousand kwanza in a different pocket and tell them that's all you have.
It is also wise to tell them that you will call the embassy if they don't let you go. (This doesn't always work, but can certainly help)

    Always remember to lock car doors and keep valuables out of sight to prevent break-ins and carjackings. Driving at night should be avoided.

Using a mobile phone on the streets should also be avoided as it can be dangerous. In fact, be careful walking around at all as you will get accosted regularly.
