As scary as it sounds, there are money changers everywhere.  When crossing from Guatemala to Honduras (and vice versa) there are dozens at the border waiting to change Quezals to limpiras, dollars to whatever.  They are licensed as they have some ID cards on their necks or shirts.  You can get good, fair rates from these vendors.  There are also lots of them on the plaza in San Pedro Sula.
