Perpignan is a moderately large city--about 100,000 citizens live in and around the suburbs. You will always be able to find a taxi in the city, and you can usually find one in the outskirts with out much trouble as well. If you head to Perpignan Airport, which is five kilometers away from the city, you will find plenty of taxis waiting around. Though the airport itself itsn't too large, there are a good number of taxis always waiting outside of the terminal. If you want to arrange for a pick up, you can call ahead and a company will come and get you. A few of the taxi companies work directly out of the airport, so you should never have a problem getting there. Once it is later at night you might find it is a bit harder to get a taxi, but if you go to a busy area or call ahead you will be able to get one. The prices for riding in the taxis are not too expensive, but if you continue to use them it will end up costing you a lot. You also need to keep in mind that the euro is worth more than the dollar. If you want to rent a car, you can do so from the airport as well. There are several agencies you can choose from, but they all end up giving you basically the same package deal.
