I've eaten here many times and it is fairly consistent in quality and service.
I do prefer Eladio's over this place, but this is a great place to get tasty and fresh seafood. You can enjoy the view of the malecón from your table.
My fish filet, sauteed in mojo de ajo, was quite delicious. The appetizers are quite tasty, as well. Good drink and beer selection, as well.
