“Great location, ok hotel”

The location is excellent - Nosara is a very nice place, great to surf and to relax. Not overcrowded, and even has no lighting at night (great walks in the evening to the restaurants, when only your iPhone makes light!). The hotel itself is 2 min from the beach. The suite was big, with a kitchen (we didn't use it) and a small living, a bedroom and a bathroom. The bathroom was ok, basic stuff (no toiletries, no hairdryer, ok shower with luke warm water). About the staff - the two italians (maybe the owners or the managers) were really nice and helpful, which I could not say about the breakfast staff, who would barely notice your existence.
The hotel could be signposted. Once you arrive to Nosara all the hotels have signs, but not this one. We found it "by accident", with the approximate map provided on booking.com. The bathroom door was not closing and in the night it was making sounds, so we had to block it with the chair, so it didn't move. When we arrived, we found plenty of ants in the suite and apparently the cleaning personnel didn't care about that. Breakfast was not the best experience. Normally it was supposed to happen at 7 am.(and when you are jetlagged or want to go surfing, that's late already :), but somehow it meant that the kitchen staff arrives at this time or even later. Then it would take them another 40 min to prepare it. You could choose nothing, they were deciding what you eat and in what order they serve you (you can be there first, but they would always first serve the family that they liked most :) and you kept sitting there for another 20 min waiting for the blessed food. Then you would get a plate with scrambled egg, some cut fruits and several pieces of toasted bread. No chance to get more fruit and no eggs, for example. Pfff...
Wi-fi only worked in the reception area.

Mama Rosa Resort came very close to getting a 4 or 5 star review.

First, the positives: The location with respect to the beach can't be beat - you cross the street and a 3 minute walk has you on Playa Guiones. The grounds are well-groomed with gravel paths between buildings, lending a tidy feel to the place. They provide a locked surfboard storage room. The rooms are thoroughly cleaned every morning (very necessary given all the sand tracked in). They gave us extra comforters when we asked. The breakfast is simple but tasty and healthy (orange juice, fresh fruit, toast, butter, jam, and coffee). They have a great outdoor breakfast/lounge area that is completely covered and has fans, and they are improving it by adding wrap-around benches/beds along the sides (they were measuring foam to put down during our last few days there).

Next, the middle-grounds: A couple times during our week-long stay, the water was turned off. Not a big deal, as it was short-lived each time, and I don't think this will be an issue once they finish building their infrastructure. The water wasn't consistently warm, but it was also never cold.

Last, the negatives: Half of the staff is completely apathetic to your presence as a paying guest. Lucas was especially friendly, even with the language barrier. The two Italian gentlemen are kind, even though one of them kept telling one of my friends throughout the week that we owed an extra $40/night (we made it clear while reserving our room that there would be four of us, and were given a price ($900 total for the week) based on that number). The other three members of the staff, however, barely acknowledged our existence, even though we said hello and thank you each time we saw them. Since breakfast hours aren't posted and weren't communicated, we had to ask each morning (which got awkward), and were late one day (via guess and check, we determined breakfast ends around 9:30) and met with a pained shake of the head when asking if we could have breakfast.

We'll likely stay at Mama Rosa's again next time we're in Nosara, and I would recommend it to others because of its cleanliness and proximity to the beach. However, I would recommend to the owners that they encourage their employees to be friendly to their guests. The language barrier isn't an excuse - the employees at the Bagelman deli up the street spoke the same level of English, but their smiles and friendliness made being a patron there an extremely pleasant experience. A sign mentioning breakfast hours would also be helpful.
