First, i don't remember which tour operator i went with, there are couple of them licensed to offer and only two trips a day.
You can see hundreds of dolphins very close to boat, definitely worthy $$ for dolphin lovers.
This is a restricted area - for sea life sanctuary, they have done good job in providing the sea animals / dolphins safe habitat. PLEASE support the Hawaii govt and fed. govt. in preserving this area, and not being abused by tourist / power boat operators / tour operators. I would go extra mile to petition - use electric boats (noiseless ) around these waters , so the dolphins are not disturbed and restrict number of operator, trips a day.
