This is a wonderful scenic drive that ascends to 8,000 ft., taking you from the desert to Pinon Pine forest within 27 miles. There are a number of scenic view pullouts along the road, each of which is worth the stop for the views and photo ops.
There is no food, gas, or water along the way until you get to Summerhaven (a village near the top) or the ski resort (which was closed on our 1/14 visit due to lack of snow this season). There is a park station with rangers, restrooms, gift shop, etc. about 2/3 of the way up the mountain.
The road was quite winding but unobstructed by snow or ice on our visit. There were signs warning you of falling rocks and to watch for snow removal equipment, but we saw neither. There are pit toilets at Windy Vista, and a parking area at most of the rest of the pullout vistas. Speed limits range from 20mph to 40 mph, with moderate grades.
I would allow at least 2 hours for the drive. Since we stopped at every lookout, our drive was about 3 hours.
