Even if you are not staying in Bugibba - my party were staying in St. Julians - it is worth taking the bus up and catching the Hornblower.
They offer two versions of their cruises: round St. Pauls Island and up to Comino for the Blue Lagoon (3 hour stay) or the same trip but only a 1-hour stay at the Blue Lagoon but with an extension over to Gozo and a minibus trip to the Azure Window, Tapinu Cathedral and Victoria. For the hard core sunbathers or snorkelers the former is probably best option but for anyone wanting a cost effective way to see a few of the sights on Gozo the latter is the one to go for - which is the one we chose. By the way, there is a third option to just cross to Gozo but not take the minibus - if you are happy to just stay in Mgarr or use Gozo's buses then fine but not recommended.
No point in reviewing the Blue Lagoon - the photographs say it all - just make sure that the best sunny day possible is chosen for the trip to get it in its full glory.
Food and drink are served on-board and good toilet facilities are provided. It's all done really well by the crew and as already pointed out by other reviewers not at the prices you can be asked in Sliema
