The Mission District, where Elements is located, is definitely on the grungy/edgy side. And walking down Mission Street feels a bit like you're in Mexico or El Salvador. We love it, though. Lots of local "color." Have never felt unsafe.
Go one street north to Valencia and it is an entirely different scene -- still a bit edgy, but much more "Anglo," lots of artists, galleries, funky bars etc. Seriously, completely different worlds. Word to the wise: Use the BART stop at 24th and Mission rather than the one at 16th and Mission. (16th and Mission is one of the grungiest parts of the city -- drug dealers, etc.)
All that said, we lived in the neighborhood for years (north of Valencia) and never felt unsafe. Again, though, very different worlds between Mission Street and Valencia Street.
Our recent (August 2005), one-night experience at Elements wasn't so great. We had a private room for $79. It was bare bones, but clean enough. They provided towels, but no soap. Bed was comfortable.
The woman at the reception was extremely unfriendly. She made us feel like we were just a big pain in the butt for checking in at midnight. "Breakfast" the next morning was lame. There was none of the promised fruit and I had to ask the same surly woman twice to refill the coffee dispenser. When my husband came downstairs for breakfast -- 15 minutes before the official end of breakfast, their response to our pointing to the empty muffin plates was "What you see is what you get." Outrageous.
All that said, the accompanying restaurant, Medjool, is great. The rooftop parties on Saturday nights seem like a lot of fun -- unless you're trying to sleep. Bring earplugs.
