I was stranded at Dulles after a 13+ hr flight from Asia and bad weather on the East coast of the US caused the cancellation of most flights for nearly 2 days including my connecting flight home. This caused all of the local hotels to fill up including this one according to the online reservations systems. I took the chance anyways, being a Hilton Honors Gold member and took a taxi over here to try my luck. The front desk staff was pretty swamped but handled it well and after initially telling me there wasn't anything available without reservations, I asked about an executive suite since I was traveling on business for GE. "Oh, that's different. Yes we have a Suite for you". ;-)
The cost was about the same as a regular king bed room at a Hilton Garden Inn in many other major cities I've stayed in (around $250/night) and you get much more bang for your buck here.
I wasn't very impressed though as I rode up the dirty and abused elevator to the Executive Floor. I've seen freight elevators in better shape! Once on that floor however, which includes a lounge with a complimentary bar and hors d'oeuvres exclusive to those on that floor, I was a little more impressed.
The Suite itself was huge and very well appointed. The bed was very comfortable and the overall feeling of the room was pretty plush.
The more I looked around the Suite though, there were several examples of it needing some serious renovation. The ceiling was damaged in a few spots pretty badly, and the bathroom was a little rough. For one night, no big deal, but I'd have been a little perturbed if I was paying that rate for one of their best rooms if I had to stay there longer.
After settling in, I went back down and ate at the Cardinal Lounge / Restaurant at the bar. Food there was good and the bartender was pleasant and attentive.
The complimentary shuttle service back to the airport was nice too and saved me from having to deal with a cab again. The shuttle runs pretty frequently and will adjust their start time to accommodate early flights at guest request.
So overall, with some cosmetic fixes to carpeting, ceilings and the elevators, this would easily be a 4 star rated hotel.
