My wife and I had lunch here because it was across the street from the aquarium we had just finished visiting, it was broilingly hot, and we didn't feel like exploring the neighborhood. Since TripAdvisor has a minimum word count, I'll try to be a little more descriptive than "Forget It".
As an earlier contributor noted, we could have microwaved a frozen Mexican entree (even a cheap one, like Patio), and gotten as much flavor. We also got no heat from the food, so we tried whatever hot additives were available, but all we got was heat. While we both enjoy a hot kick from our Mexican food, we also like flavor. The flavor was just not there.
Consider the $28+ bill for two entrees, with no appetizers or liquor, and the food was not only bland, but over-priced for its quality. Honestly, for a mere fraction of the price, we could have gone to Taco Bell and gotten more flavor.
If Rio Picante had any redeeming features, I might have given it a "Poor" or "Average" rating. It will, however, get my first "Terrible" rating. Stay away.
