Quick summary: we've come here for the well-priced smal plates in the bar, and the regular dining room. This year, te bar option is a better experience for the food.
I visit this area from time to time with family. Mariner's has usually delivered good food at reasonable prices across a very wide menu: lots of appetizers, raw bar, sandwiches, seafood and other mains, etc.
This trip, the better option was to go to the bar during the happy hour time where small plates are delicious and well-priced, and can easily substitute for dinner. There is also live evening entertainment many nights (to note: at a reasonable noise level, unlike a certain Newport restaurant we visited.)
The restaurant has been better on previous visits. While some mains were pretty good, the stuffed lobster tail had too much breading, not enough of the implied seafood. We should have ordered the "plain" lobsters. While I can't complain too much, the kitchen seemed to have some trouble with the timing for our party of 6 adults, even though the dining room was pretty empty -- which is fairly unusual at this popular place. Maybe we hit the wrong night.
No view, but a pleasant dining room and bar area. The location is a short drive from the beach area, and more familiar to locals.
