Downtown Harrisburg used to be a fun experience. It isn't anymore. It is laden with crime, even in the middle of a sunny, busy day. Women especially are not safe here. Unfortunately the city is run by people who don't care about it. Stay away until a mayor is elected that actually gives a darn!

“Give it a shot”

I grew up in Harrisburg, and, after living in Baltimore, Philadelphia, Bangkok, Thailand, and Santiago de Chile, I think it is super lame.
That being said, there are a lot of great things to do downtown that are not immediately obvious.
And, the parking issues at night are only there if you aren't creative... there are a lot of parking lots that have attendants during the day, but not at night, so you can just park. I believe one is on Chestnut.
Listen up:
Midtown Scholar Bookstore has fantastic musical events, great coffee, good cheap books, and good people.
Reilly Movie Theater has wonderful coffee and independent films.
Appalachian Brewing Company has great microbrews and music events (The Abbey Bar).
Hookah place (dubai I think, but not sure) slightly off the main drag, is BYOB with hookah - perfect.

A lot of the bars suck unless you want to see everyone you knew in high school who never did anything with their lives, but Level 2, for example, has salsa lessons and is a good place. There are other places that can be relaxing too - everywhere is relatively cheap.
There are lots of good restaurants - try Neato Burrito if you're a college kid, it blows Chipotle out of the water. Arepa city is open until 3am on weekends and has WONDERFUL Arepas (venezuelan/colombian sandwiches).

This is only dangerous at night on the weekends, when the drunk people get let out of the clubs. Not joking - my friends and I got maced once at 3am because we were walking too close to where a fight broke out.

MY FAVORITE [SECRET] PLACE IN HARRISBURG
Drive underneath the bridge that leads to the capital building - this is accessible via Cameron Street. You will be under this grandiose bridge, and if you stand under one of the arches and shout, it echoes for like 3 minutes. super cool, used to take dates there.

“Only during daylight hours”

It is sad what has happened to Harrisburg. I would only go outside during daylight hours and only on second street

“Dirty, No-Parking, not very safe anymore!”

The city just is not what it used to be. It's hard to find parking, The Kipona and the other festivals have been so cut back, no fireworks, and restaurant row why go there when you can get the same thing in a safer place!

“Disappointing”

You don't feel that safe walking through Harrisburg even during the middle of the day. It's a shame as there are some nice old buildings and the river is very close. I think there has been a lack of investment in Harrisburg for a long time now and it shows. Very little to encourage you to go there - a few restaurants on Restaurant Row and that is about it.
