The Nine Continental could be a good hotel. By hotel standards in large Eastern China cities this is a 1 star hotel at best.
I stayed at the Nine Continental from about mid-June until early Sept 2011. I have stayed in or held business meetings in several other Yinchuan hotels.
The positives - individually, the staff are all very nice and helpful; quite a few speak some English. The hotel was converted from an older office building - thus there is excellent sound proofing between the rooms, unlike a lot of newer Chinese hotels.
The negatives - the housekeeping standards in the rooms is terrible, like China in the 1980s The carpets are filthy and are never vacuumed or steam cleaned. Wear slippers at all times! The plumbing is a disaster - most bathrooms have leaks and there is a LOT of mould in all the bathrooms I stayed in. Housekeepers are very nice but have not been trained in how to clean a room. I cleaned my own room, including getting rid of mould and vacuuming.
Food in the Western restaurant is passable, but you have to watch the cleanliness - always better to eat early in a meal-serving time, since the staff are not trained in how to clean tables and floor, etc between table sittings.
Management at this hotel is invisible. Customers cannot access managers ever and hotel practices regard customers as a problem - not the source of revenue. This hotel is owned by the government and undoubtedly the senior managers are Party appointees who know nothing about the hotel business, or any other business.
Basically, the Nine Continental is a government guest house - it is not run as a proper commercial hotel.
The Nine Continental could be a good 4-star hotel. But with their brain-dead management, I could not hold my breath for that transformation to occur.
Yinchuan now has 3 international-standard hotels - Kempinski, Holiday Inn, and Days Inn. I advise foreigners and domestic travellers from China's large eastern cities to stay in one of those if they seek a good standard and real customer service. The Yue Hai Hotel can sometimes be good - but it is another government guest house, used mainly for large official functions. A new smaller hotel, the East Lake Hotel, also has a good standard.
