Tropical Storm Fay is stalled over central Florida, bringing torrential rains that have caused flooding in some areas. The storm is forecast to linger before heading north and west. It is not expected to become a hurricane. There is a tropical storm warning from Fort Pierce, Florida, north to Altamaha Sound, Georgia. A tropical storm watch is in place from Altamaha Sound north to the Savannah River.
