I've been going to Il Vicino ever since I first discovered it back around 1999. It has some of the best beer you'll find anywhere in the world, and the food is always exceptionally delicious and very reasonably priced (wine and their own root beer are also available). Staff is always friendly, and the food is served up fast and fresh.
Aside from the superb beer, Il Vicino is distinctive for their gourmet ingredients (fresh garlic, artichokes, shrimp, portobello mushrooms, chevre, olives-fresh-not-canned, etc.), and perfectly wood-fire baked pizza (thin, non-greasy crust). My wife and I usually split a pizza and each get a house side salad, which adds up to more than we can eat. Not in the mood for pizza? I highly recommend their Insalata Il Vicino, for a salad loaded down with goodies. They will also bring out a wad of pizza dough for our toddler to play with, which is a nice distraction for her.
My only gripes about the downtown location is lack of seating, and it can get very noisy inside. However, they just opened a new location about five miles north (by Costco) in which they have remedied both of these problems, and added a great view of Pikes Peak to boot. On the other hand, the Tejon location still has the advantage of the downtown vibe and great people watching.
