I work downtown, enjoy my walks around the perimeter. I have been to several tours in the 40+ years living in Sacramento.. It's a really nice building. Always nice to see activities outside(if any). As for the inside....find a tour to the Capitol. Check their website for tour schedule before you go. If you like history, the tour really make it a nicer experience.
Entrances are either on the South or North side of the building.....all visitors must go through the metal detectors before entering the building, no appointment necessary if you just wonder around, they have window displays of all the counties in California.
The steps facing the Tower Bridge is the West side and the most popular or best Kodak moment. My favorite picture of the Capitol is from the corner of 10th and N street.
The back, of course, is the East side and have a fish pond, a large bell, a rose garden, and the Vietnam Veterans Memorial.
Parking can be a challenge around the park....meter parking only(accept credit cards or coins only). The closest public parking lot is off 10th Street right after you past the Capitol and L Street.
Tidbit. Weddings are permitted on the grounds with no fee, but a permit must be completed prior to the event.
