This is actually a good option, even though at first glance the furniture is tired and old (haven't been updated for a few years). Having said that, the outdoor dining area appears new.
However, the hotel is clean and comfortable, and staff are friendly.
It is located just outside of town amongst the rice paddies, with all the farmyard animals nearby and beautiful hills as a backdrop. Because it often rains in the afternoon, you will probably spend a reasonable amount of time at your hotel in Rantepao, so if you stay at the Torsina you can spend that time sitting outside in the dry while watching the ducks in the pond, the pigs getting fed, the chickens wandering, and the farmers planting rice.
Rooms on Ground Level and Level 1 have chairs on the outside deck where you can sit and enjoy the beautiful view. A busy road 50 metres away (you don't get traffic noise at the hotel) has plenty of passing transport into town if you don't have your own vehicle.
It's not quite as lux and new as the Luta (which is in town), but it is in a much nicer setting and this is one town where it's great to stay outside the town in the countryside.
