As an avid golfer here in Phoenix, I was very disappointed by Papago. I had not played it for a couple years and I was excited about seeing it after the "rennovations". The Clubhouse and the Cartbarn were not completed yet, but that's not why I think this is a bad course to play. The reason is the Fairways are bumpy, full of rocks ( gouged my 9 iron ) and very hard. The rough is extremely bumpy, with exposed roots and water ruts, over dormant grass this time of year. The greens were VERY hard (stuck a SW from 95 yds four ft from the pin and bounced 15 yds over the green), bumpy and FAST. A horrible combination! Also, the layout is exactly as it used to be. Removing the trees was a nice improvement and the bunkers were in good shape, but for the 6 Million they spent I was not impressed.
For the money, there are many other courses to play that are a much better value than Papago.
