I was expecting a dingy little border town so I was surprised to find a city of around 300,000 people. One can easily kill half a day after visiting the falls here. There are lots of all you can eat buffets all over town for around $US6 (a backpackers dream) and there are lots of tiny little bars with just a couple of tables and a few plastic seats on which you can have a quiet beer in the sun. I wouldn't go to Brazil specifically to visit Foz, but I did have a fun afternoon in the town after a visit to the falls.
