We went dining twice to Puerto Madero during our week long stay in Buenos Aires. Together with Las Cañitas, in Palermo, I'd say this is one of the finest dining districts in the city, with plenty of high quality, excellent value restaurants to choose from.
"Cabaña las Lilas" is supposed to be the best parilla in BsAs. However, it's far more expensive than most steak houses... and the steak is definitely not worth it, although the place and service are wonderful (especially the table "cover", which includes mozzarella, salmon, pepperonatta and a delicious freshly baked bread). Table "cover", nonetheless, adds $10 to the bill which are not specified anywhere, so be warned. I think a better choice would be "La Chacra", a wonderful parrilla at Cordoba Av., near 9 de Julio.
Our second (and far better) dining experience was at "Marcelo", a restaurant owned by Buenos Aires' renowned chef Marcelo Piegari (who also owns "Piegari", the city's best restaurant as stated everywhere). Pasta and risottos are made for sharing, and the fresh pasta (made at the restaurant) is absolutely amazing! Try the spinach-ricotta filled ravioli with pomodoro sauce, it's truly an epicurean experience. Desserts are wonderful, too. The meal for two was $30.
All in all, I'd highly reccomend Puerto Madero to anyone in Buenos Aires.
