We stayed at this hotel for 2 nights in March, 2006 and it has the best location for exploring Recoleta and downtown Buenos Aires. (Afterwards we moved to Palermo Viejo to stay in that area for 3 more nights. I do recommend staying in both areas). We took taxi cabs everywhere, which we found safe and cheap.
This hotel does need some renovations, which I think are taking place already, but the best thing about it is the location. You couldn't ask for a better view of Recoleta - just make sure you get a room with an outside view. The room was big with a nice bathroom. The breakfast was excellent and the hotel service was okay too. No complaints.
Overall Buenos Aires is a great city (great food! especially at Gran Bar Danzon and Cabana Las Lilas) but it's very similar to many European cities.
