This is somewhat of an unusual Sheraton property. It's an older building that is being renovated into almost a boutique downtown property. It is MUCH smaller than the nearby Sheraton convention center property (indeed, give your taxi driver the Maipu & Cordova cross-streets, or he might take you to the wrong Sheraton!). The front desk staff, while not perfect, speak good English and try to please.
The location is very good for tourists, right off Florida and a few blocks from the subway stations (somewhat more useful now that taxi fares have gone up and a subway ride still costs only 70 centavos). The Argentine economy is improving from the crash of about 6 years ago, and downtown Buenos Aires (Centro) is rebounding. The area is no longer filled with homeless, and petty crime seems to be down. So staying in this area is not a bad choice.
The renovated rooms are very nice, although work is still ongoing at the property. During my stay, work on 1 of the 3 elevators led to occasional long waits.
The Starwood website sometimes offers good deals on this property, so look for specials. If you get breakfast included, the buffet on the 3rd floor is quite pleasant. Of course, there are so much great, reasonably-priced restaurants in Buenos Aires, the last thing you really need is a breakfast buffet. If you're looking for a light meal for breakfast, consider the 10 minute walk to the Cafe Tortoni for a croissant and old world experience.
