This hotel chain, owned by Accor hospitality is a good place if you are a budget traveller, but aren't looking to stay in a hostel. The rates can very from time to time but let me first introduce you to Argentina: They do have a serious issue with the US dollar bill. Due to restrictions imposed by the goverment, you can get dramatically different rates for your dollars. And here is the trick: The gap between official exchange rate and the "paralelo" is roughly 40%. That said, you can in fact pay "40% less" for your stay if you manage to get Argentinian pesos at the "paralelo" exch. rate.
So yes, under this scenario, ibis is a great choice. Easy access to Uruguay metro station and at a walking distance to Obelisco. Breakfast is not included in the rack rate, but you can always paid it separately. It's abundant, I do recommend it.
Free WiFi throughout the hotel, even in the room.. Did I mention it's Free? A Plus. Nice speed, could make many Skype calls without a glitch.
As I said, it's a no-luxury hotel (if you want to try Novotel, take the left entrance, it's the same building), but if you are a solo traveller or a couple it's your place in downtown.
