At around $15 per night, the Atithi Guest House has got to be the best value I have ever received for accommodations. This is not just a backpackers' dive, although that is generally the clientele. It is a clean, comfortable hotel with an excellent little restaurant serving delicious paratha, breakfast, etc. There is also a small room with Internet access. The Atithi also has a rooftop deck, and although there is not much to see up there (just a view of the modern commercial district of Jaipur), it is very relaxing.
The highlight of this hotel, though, is the staff. They were extremely helpful in planning tours of Jaipur and otherwise helping one navigate what can be a daunting place. The owner and his staff are people who take great pride in their hotel and their city, and it shows.
Obviously I do not know what happened at the Atithi to the previous reviewer, but this was not my experience at all. I think that any amount of time in India is bound to lead one to view any misunderstanding as an attempted rip-off. It seems to me that the owner negotiates the rates based on supply and demand, and that can lead to suspicion. If you want to lock in a good rate over email before you arrive, print out the email and show it to the desk clerk when you check in.
I found all of the staff at the Atithi to be honest, and I would highly recommend this hotel.
