One night was enough to decide to never come back. At least not while they don't remodel the entire building, and there seems to be some working in process based on the noise coming from the room in front of mine.
Why would they put me in a room on the second floor where there's works being made if the hotel is almost empty and has 16 floors? That says very little of how they treat a costumer.
The room itself is old, with moisture stains on the walls, little and old fashioned furniture, with little and bad lightning, small bathroom. The walls, windows and door are paper thin so you hear everything from the outside and your neighbor.
The hotel is at the end of the beach so it's not the most convenient location but not the worst either.
On the good side, the wifi connection was free and very fast everywhere (I'm in the lobby right now), the room had a nice flat TV with a nice selection of channels, the AC worked fine and the restaurant was small but nice.
I'm sure there's better options in Fortaleza, unless they make it up after the remodeling
