Is a beautiful landscape enough for a good hotel? This is an expensive and not well maintained hotel.
One hour for the check-in, a noisy air conditioning and a room that needs an urgent painting makes this hotel a bad choice in Salvador.
Also, absurd prices, like US$ 3 for a cup of coffee or US$ 2.3 for 300 ml of mineral water, are present in the hotel.
I am sure there are other more reasonable options in the city.

Good hotel located in a hotel area about 10 km from downtown where you can see the "pelourinho" and "Lacerda lift".
The staff were friendly, good variety at the breakfast buffet and reasonable internet speed.
The room was comfortable and with good space, but the balcony needs some repairs probably damaged by the the sea air.

To make it simple, the only thing that was nice in the hotel was the nice view (16th floor with full sea view), even through the dirty windows.
The hotel is in such bad condition that I don't even think that it would be allowed to do business in Europe or in the US...
From the cockroach seen in the bathroom, the air conditioning that was not working enough to keep the room dry (there were moisture signs in many places, and we were there during the low season --> April-May), the windows that haven't been cleaned for a while (not even sure that they have ever been cleaned in the last 10 years), the "stuff" floating in the jacuzzi which was not working, the piss in the sauna area, the broken sun beds, you name it, it is there.
To give an idea of how bad it is, the first thing that the receptionist told us upon arrival was "you should have gone to another hotel !!!!" and I'm not even kidding, he proposed us a room in one of their group hotel...
Would I recommend it: absolutely not !!!!!!!

Not close to a five star hotel.
Pros : setting is spectacular with wonderful views of the ocean.
rooms in "new" wing are large with two bathrooms, sitting area, two tvs. The hotel is very close to a wonderful restaurant; Casa Teresa.
Cons: service is truly terrible. Wait at reception desk to checkin, checkout, ask questions of receptionist can be 20-45 minutes. A phone call to reception is either not answered or if lucky enough to get someone nothing is done re request. ie no clean towels in room, room not cleaned for the entire day.
maintenance is subpar to say the least. One couple in our group had a safe missing a door. In our room the sliding door to our ground floor patio could not be locked due to the lock entirely missing (? ripped out.) The bathroom floor flooded when shower was used due to leaking shower door. This was obviously an ongoing problem since baseboards in bathroom showed signs fo water damage.A portion of the pool area could not be used due to missing safety railing. Other areas of the hotel were blocked off as well due to "maintenance" issues..
Noise and rude guests : The room next to ours was occupied by multiple people who yelled and partied until 5AM .In the morning the ground outside their patio was covered with beer and wine bottles. Photos were taken of this mess and shown to management. We did change rooms with some difficulty after two nights of this torment.
We cant comment on the value/cost of this hotel since it was booked by a tour company Royal Adventures which arranges alumni tours . They obviously didnt consult Trip advisor before booking this hotel since virtually all the complaints listed above were mentioned in other Trip advisor reviews.

Fantastic views of Salvador by the ocean! Nice, clean rooms and good AC and bed. We had to be moved twice in same day since door to safes were removed. We were told they had to be "re-set" after vacancy but we had to wonder why they put is in rooms twice without have "reset" the safe doors. They did send an apology with a bottle of wine and cheese etc. The hotel towels were in shorter supply apparently and had to be delivered later than usual, but that was a very small inconvenience. The pool was real nice and large. The hotel was situated up a short hill that you had to walk if you were not driving but it was in a safe area. The staff was very friendly. Special thanks to Michelle at the desk who was very efficient in bridging gaps in service and spoke very good English. The breakfasts were the same each day but comprehensive enough and included in the price. For us the various little headaches were acceptable only since the hotel location on the ocean, room and Air conditioning were all A-1. If not for room changes and a couple of small service things it would have been Excellent. Thank you Michele!

The hotel needs a lot of mantiniece. The room had a bad smell, the towells were old, the sheets smell like humidity and the room service is the WORST. We asked for two sandwichs, not only they came more than 1 1/2 hour late, there were not the one we asked for and we asked for a pineapple juice that was supposed to be fresh, and was pure water and lots of sugar.
The infrastructure is good but needs repairs and the location is great! We personell is the only really good thing about this hotel.

My wife and I stayed at the Pestana Bahia during the last week in March. Consistent with the comments from other reviewers, the view from our room was spectacular. As far as our room went, the bed was firm and much to our liking. The room was clean. On the negative side, the towels were of significantly low quality (I would not use them in my home). Availability of hot water was inconsistent and the drain in the sink of our second bathroom did not drain. A significant drawback to this hotel is the lack of an ATM (automatic teller machine) anywhere in the hotel. The hotel location is not convenient to a nearby bank so if you are flying in to the Salvador airport, look for and take advantage of the ATM's that are located just after clearing customs. There are several so there is a good chance you will find one that works for you. The hotel pool is very nice and there is a covered area for enjoying food by the pool. The food is okay, not great. Avoid the sandwiches which were referred to by one of my fellow travelers as "bread sandwiches" (i.e., lots of bread, little filling). The shrimp with garlic is tasty. I strongly recommend having coco water straight from the coconut along with a Caipirinha (the national drink of Brazil) which is made from cachaca. Our room rate included breakfast which is buffet style includes diverse fruit, cereal, bread and meat selections. Omelets are made to order and received high marks from my group. Overall we had a nice stay but a few changes, addressing the criticisms outlined here, would go a long way toward making the Pestana Bahia an exceptional hotel. One last comment, if you stay at the Pestana Bahia, do consider having lunch or dinner at the Ciranda Café which is a short walk from the hotel.
