Our personal driver took us to a resort along Taal Lake so that we could get a boat ride over to the volcano. We didn't hike up the crater because of some physical limitations of some of my family members, but we enjoyed the peaceful boat ride across the lake. The scenery is gorgeous.
Like I said, our driver knew where to take us for a boat ride, but there are a ton of people all over Tagatay asking if you want a boat ride. I'm not sure how to choose the best one and I'm guessing you could get scammed on the price if you don't know how much it should cost - we paid 350 pesos per person (less than $10) which seemed reasonable to me. And then make sure you have some pesos for when you get to the volcano - there's plenty of people to tip and buy things from (you get talked into buying a coconut, and then a coconut for the boat driver, and then they sell t-shirts and other things, and then you need to tip the two different people who helped you get off the boat...).
I recommend at least the boat ride across - it's just such a pretty place!
