I've stayed here 3 years in a row and each time the expereience is solid. I enjoy the water views and the city views as the hotel is perced on the waterfront facing both. It is an easy walk to shopping an restaurants, though not to the train station, take a cab for 1200 Y.
The rooms are pretty dated, though confortable, quality and clean. You need an ethernet cable to access internet, though they clearly have wireless which they do not share.
I booked through Asiarooms.com, which worked out fine.
The staff is a team that will work hard to help you achieve what is necessary for you in Kobe, though English is a tough hurdle for them, if you are not a Japanese speaker. Still, in a town such as Kobe, that is true everywhere and much moreso outside Hotel Okura.
Annoying: they charge a great deal (like $15 US) per day to watch TV in your room. That really is terrible. They have made internet free (I think) in the past year.
