We stayed at the Chisun Grand in April for a couple of nights.
The hotel is close to Nakajima-koen station, you don't need to walk down from the main Sapporo JR station, just change to the subway and get the Namboku line 3 stops. You are a short walk to the Susukino entertainment and dining district.
Staff were friendly - we speak enough Japanese so I can't comment on their English skills but really, you are in Japan!
We had a double room which was huge for a Japanese hotel - double bed, desk, couch, big bathroom with separate sink area. It was great to have a decent sized bathroom as most hotel bathrooms in Japan are tiny.
Our rate included breakfast which was pretty good - a good choice of Western and Japanese food.
The drawbacks were the room temperature - the rooms were hot and the controller didnt seem to do much - and the fact LAN is not free (1260 yen per day).
But overall I would recommend the hotel.
