I travel to Chiba several times a year on business, and I virtually always stay at the Mitsui Garden Hotel. Businesses in Japan seem to change owners on a somewhat regular basis, and this hotel has just been run under the Mitsui Garden name for the last several years. It used to be more tourist friendly, but is now more business oriented. The normal clientele typically seems to be about 20-25% western. The single rooms are small, but very clean and adequate with free wifi and cable TV. I've watched more than one Super Bowl from a room in this hotel. The double rooms are more western in space and the bathroom amenities are very nice and useful. You almost do not need any personal toiletries. The breakfast is excellent, with both western and Japanese food, and the dining room is very comfortable. The staff's command of English is spotty, and you may have to search for someone to interpret for you, but that help is never too far away. The best thing about this hotel is the price which is less than $100 per night, breakfast included, and the location is relatively convenient. The main Chiba train station is within 10 easy walking distance and a taxi from the station if you have lots of luggage is easy and cheap ($7).
