This is a very fun little underground (literally) restaurant that looks like a half-restaurant, half-library in a semi steam punk motif. Separate menus, which change by the month, are available in Russian or in English (just ask for "An-glee-ski"), and the servers are nice, friendly, and fun.
Don't hesitate to ask for recommendations. Our waiter cheerfully told us what was good (and more importantly, what wasn't), and my companion and I had a great meal. A light meal sized appetizer, a main course, dessert, and a bottle of sparkling water came to about 240 hyrvnia (about $30 USD). Everything was delicious. Wines and most alcohols were incredibly inexpensive (cheaper than the water in many cases), and everything was well presented, fresh, and delicious. My business partner and I have made it a resolution to return here on every trip to Dnepropetrovsk.
The restaurant is BARELY marked. Just find Pepperoni's (also decent), look left, and go to the stairs leading down to a little door on the corner of the building.
