We first went to the Navy museum. Once we left this museum we walked to Xiao Qingdao. Right now (July 2013) you need to walk back to the main street, turn right and right again to find your way to the dam connecting mainland with Xiao Qingdao.
The door/gate connecting the navy museum directly with the dam was closed.
The small island itself is, well, small. In fact it is so small that a walk around it maybe takes you 10 minutes. The lighthouse is still in operation and therefore can't be visited. The coffee shop is closed. And to my eyes it doesn't look like its going to be re-opened soon.
Don't get me wrong here. The views on the city and the sea are indeed very nice. There is a booth where you can buy a ride on a boat. The entrance fee to the island of 10 RMB is just fine.
But, just going there only for the island is probably not worth it. Combine it with a visit to the navy museum and it's a nice addition to your day.
