I've spent time in Sucre in 2011, 2012, and now 2013 and this is head and shoulders the best place to hang out and meet people. You can sit around and use WiFi all day long and nobody gives you anything but great vibes. Play some games (Scrabble, Catan, more). Chat with some campesinos, or some extranjeros. Muy mellow!
The restaurant is newish and the menu is expanding gradually, but the Tucumans are delicious, cheap, and come with a small salad. Just about a meal, and only 8 Bolivianos! The three egg breakfast with vegetables and cheese is also a fantastic deal and I enjoyed it almost every day (for lunch, 18 Bolivianos).
The pastries are awesome, too, and will only set you back another 5 Bolivianos. Coffee is possibly the best in Sucre although of course I haven't tried EVERY coffee in Sucre (sad but true - most Sucre espresso is miserable).
This is the kind of restaurant I have been looking for in Sucre!
