Hostal Charcas is a cheap hostal, centrally located. Good for those on a tight budget that just want a place to sleep. It's very basic, you get what you pay for. I paid BOB40 (around USD6) for a room with shared bathroom. Hard to beat this price.

Actually I have been disappointed by the place. I choosed it because the review seemed good on a famous travellers guide so here is my feedback :
++ a very nice and helpful lady at the front desk, a bit like a mama
++ convenient to book the tour for Tarabuco as the bus leaves from there
++ price, 70 BOB for a single room with private bathroom
+ they keep the luggage for free in the storage room
++ location ; near everything but rather quiet
- room quite dark, no glass on the window in the bathroom so it gets cold in the room
-- hot water not hot enough to take a shower in the cold bathroom

I've experiences better and worse hostels-- this is a decent choice for sure, as long as you are a backpacker with backpacker standards. We got a triple room. It was clean and simple. Wifi was good in our room. Although they said hot showers available, 3 of us were there for 3 nights and only 1 person got a hot shower 1 day. Kind of frustrating. No kitchen available for use but this hostel is literally across the street from the local market, where you can get cheap almuerzos, and it's also just a block from the main square where there are plenty of restaurants. Staff was friendly! They lock the doors pretty early but we had no trouble getting in after 1am. Just rang the bell.

It is well placed but I found a better hostel for the same money with WiFi, a TV in the room, also with cleaner carpets and a kitchen for guests to use. The stone floors are cleaned but the carpet in the room was horrible and a bit smelly. The room had a small table and a chair to read or write at which I liked.
The ground floor toilet is used by people from the street, particularly policemen on duty. It was pretty horrible for the 26 hours I was there but I found that using the cold tap in the shower resulted in hot water that kept coming whereas the hot tap only gave a short burst, maybe it as to do with pressure to the "point of use" heater.
Customer service is lacklustre, normal for Bolivia but the lady in charge seemed to make an effort. Other staff were pretty off-hand and unfriendly. It doesn´t take much effort to be pleasant and welcoming and surely if your livelihood comes from tourists it wouldn´t hurt to pretend to be pleased to see them?

I stayed in a single room which wasn't the best in the world, but it was reasonably clean. There were some problems with hot water in the showers, which may be annoying in winter months I imagine.

The room was a bit stuffy.

The staff were helpful and the hotel organises trips to the nearby Tarabuco market on Sundays.

We stayed here for a week, and had the best room in the house - the one right at the top, with what feels like a personal roof terrace. The rooms themselves are fine, but the ones on the other floors are a bit dark. The bathrooms are ok, but could do with being cleaned a bit more often. The hostel is run by a family so there is a relaxed friendly feel, and it is in a fantastic location, right opposite the central market which is the best place in town for breakfast. Very good value (80 bols for a double room).

Good sized rooms but with a notable odour. Hostel claims to have hot showers. Lucky if you get 30 seconds of warm water before the shower turns ice cold. Bathrooms are exceptionaly dirty and unsanitory.

Good location one block from the central plaza and across from market. However they lock the door very early at night and it is difficult to get anyone to answer the door.

The men working at reception were most unfriendly and attempted at all times to extort additional money from us.

Much better options available in Sucre
