This doesn’t rank very high as great world or city museums go, but they have done their best with what they have. When you have lemons, you make lemonade!
The style and layout of the museum reminds me of how many of the National Parks in America design and set up their visitors centers, sort of a pictorial history with some artifacts behind glass, and text to link it all together.
It's nice to see it first-hand yourself, but for those with more than a superficial interest in the history of Dubai, you could learn more from half an hour on the internet.
It wasn’t a total waste of time; we had planned to spend a day by the Creek, checking out the older parts of the city; the souks and the waterfront, and the hidden little streets and allies, so it was as good a place to start as any.
