We went there without being able to find out the opening hours or prices. There were some men and we paid for tickets (5 lei for students), we got 2 old, reused tickets, and a man took us on the tour (me and my boyfriend). I'm not sure if/which foreign languages he was speaking. He gave us an interesting and enough informative tour of the building, finishing with the description of all the scenes of the fresco in the concert room (the painting illustrates the most important moments of the history of Romania from 200 years ago till the second world war). He also insisted to take us a photo on the main stairs. It's worth the visit! Just pass by and see if it's open!
