Sorry to say, but Santiago is not a fine dining city. You can pay a lot for a mediocre meal. In this context, Le Bistrot is by far the best value, and quite possibly the best restaurant in the city. Busy, sometimes noisy, and you will need a reservation for Friday and Saturday nights. But the service is warm, the food ranges from good to world class, the wine list is solid, and the prices are outstanding. You would have to pay 3 or 4 times this to get food of similar quality, and have to put up with snotty service in the bargin. I would rather the simple warmth of the Bistrot any night. And if you want passably authentic French Cusine in Santiago, this is your only option.
Great for a dinner with a small group of friends, outstanding for a romantic night for two. If you want a little bit of a quieter experience, try going late afternoon on Saturday, after lunch and before supper.
